(living off the avails of, keeping a common bawdy house etc) But, as the government taxes prostitutes (as it does grow ops and meth labs) the question is, are they not also guilty of "living off the avails of"?

Prostitution is legal in Brazil, because if you're old enough you can do whatever you want with your body. The crime here is the exploitation, like pimps and whorehouses.
