There is actually a decent number of FTP (free to play) games available on the internet these days, particularly shooters, and through my experiences, some of them are quite good.

America's Army (also known as AA or Army Game Project) is a video game developed by the United States Army and released as a global public relations initiative to help with recruitment. The Army Game Project was conceived by Colonel Casey Wardynski and is managed by the U.S. Army's Office of Economic and Manpower Analysis (OEMA) at the United States Military Academy, West Point, New York. Wardynski envisioned "using computer game technology to provide the public a virtual Soldier experience that was engaging, informative and entertaining."
Huxley is a massively multiplayer first-person shooter computer game published by Webzen Games Inc.. In the near future, Nuclearites bombard the world. Combat Arms is a free-to-play multiplayer first-person shooter developed by the South Korea based developer, Doobic Studios, and published by Nexon. Combat Arms is a free mmofps made by Nexon Corp. It is entirely a multiplayer game with no single-player mode (although the Korean Version has a scenario/co-op mode that might be released in the Global Version), and contains 6 game modes as of now: Elimination (Team Deathmatch), One Man Army (Deathmatch), Search & Destroy (Bomb mode), Spy Hunt (Bounty Hunter) Capture the Flag, and Snowball . It currently has 10 war zones in America and will be receiving new ones with the patches coming up. In this game you are allowed to modify your character in many ways.
War Rock (commonly spelled as WarRock or War Rock) is a multiplayer first-person shooter made by the South Korean company, Dream Execution. The game is distributed as a Free2Play, a common form of freeware EULA and available through online downloading.
