This project can be a lot of fun. You could have the kids make up a story about a number of animals, and make the respective puppets to act out their story. Time consuming and creative for the mind and body ( Edited by plmiller)

Paper bag puppets can be easy or elaborate. You might want to use that detail as a measurement of skill according to the age of the children...see what they come up with. When these are finished, the kids can have a fun puppet show, using funny voices for their new characters and making up lots of stories.
