Congress banned the possession of a substance (marijuana, in this case) and cited the interstate commerce clause of the Constitution as the source of their authority to do so. However, when Congress couldn't and didn't do the same in 1919 when they banned the manufacturing, sale, and transport of alcohol. You can be drafted into the military at 18, but you can't drink a beer until you're 21.
